Abstract

The article examines the theoretical and methodological approaches to assessing the effectiveness of public policy for entrepreneurship development, drawing on international experience and its adaptation to the context of the Republic of Kazakhstan. The aim of the study is to identify the main evaluation frameworks and indicators used in advanced and transition economies and to substantiate the requirements for a national assessment system. The methodological basis combines institutional, systems and entrepreneurial ecosystem approaches with the logic of results-based management (input-output-outcome-impact). Comparative and institutional analysis and content analysis of policy and programme documents are applied. The paper synthesises OECD country models that integrate quantitative and qualitative indicators, embed evaluation into the public policy cycle and use its results to adjust support instruments. The scientific novelty lies in systematising approaches to policy evaluation through the lens of the entrepreneurial ecosystem and in proposing a conceptual national framework for monitoring and evaluating the effectiveness of state support for entrepreneurship in Kazakhstan.
