Abstract

The purpose of the work is to analyze and evaluate the models of civil service adapted in international practice, as well as to identify promising directions for the development of civil service in the Republic of Kazakhstan.

The article deals with topical issues of public service reform in foreign countries, examines different models of public service in international practice, their advantages and disadvantages. Prospective directions of public service improvement taking into account international experience are defined.

During the research methods of analysis, comparison, observation, induction and deduction and logical approach were used.

The results of the study showed that to date there are several models̆̆ of public service. Each of these models was formed taking into account the development of national legislation and social relations in a particular country. Also noted are characteristic features of civil service models in foreign countries, which can be successfully implemented in national practice and legislation. In particular, the conclusion is made that for Kazakhstan the option of civil service system of continental model with the use of some elements of the Anglo-Saxon model is optimal. Recommendations on strengthening participative management in the civil service, unification of the principles of entry into the administrative civil service and law enforcement service, formation of a sectoral personnel reserve from among persons working in the quasi-public and private sectors are formulated.
