Abstract
The article explores local-level budget lending, emphasizing its role and efficiency in socio-economic development. It discusses key areas of budget lending, including infrastructure and social project support, economic growth stimulation, and regional development. Drawing on international experiences and INTOSAI guidelines, the article examines approaches to budget loan management and methods for assessing their sustainability and targeted use. Legislative aspects and challenges, particularly those related to insufficient monitoring and socio-economic impact analysis of budget loans in Kazakhstan, are highlighted. The research underscores the need to improve the regulatory framework and reporting practices to ensure transparency and enhance budget lending efficiency, emphasizing its importance as a tool that supports sustainable economic development and regional strategic goals.
