Abstract

The article discusses the theoretical and methodological foundations of the strategic audit of infrastructure projects and programs in conditions of high uncertainty and a turbulent external environment. The content of the strategic audit as a tool for assessing the compliance of strategies with sustainable development goals and the effectiveness of their implementation is disclosed. Special attention is paid to organizational and managerial diagnostics, PEST and SWOT analysis methods, as well as the use of the IPMA Delta model to identify the strengths and weaknesses of the management system. Using the example of Kazakhstani infrastructure projects implemented in the format of public-private partnership, the practical importance of strategic audit is shown. The proposals on formalization of strategic management, digitalization of audit procedures and development of competencies of management teams are substantiated. The results of the study show that the implementation of strategic audit can significantly improve the efficiency of infrastructure projects and programs, minimize environmental risks and ensure their long-term sustainability.
