Abstract
Nowadays the determining element of innovation in the interaction of the state and non-governmental organizations (hereinafter referred to as NGOs) is the digitalization of public administration. This article examines the issue of improving the mechanism of their interaction based on the use of digital tools that will promote accountability, openness and transparency of the state to civil society. The results of the study analysis revealed that the existing information systems (hereinafter referred to as IS) and databases have not significantly affected the effectiveness of their interaction. In addition, the analysis of NGO reporting forms to government agencies as well as legislative acts regulating their activities showed duplication of statistical data in the reports. To solve these problems, authors propose a mechanism for integrating the IS of state bodies. This will allow the Ministry of Culture and Information of the Republic of Kazakhstan (hereinafter referred to as MCI RK) to have access to the database on the activities of NGOs. Moreover, there is a proposal to unify and reduce the number of NGO reporting forms for improving the effectiveness of interaction with NGOs within the framework of the concept of the "hearing" state implementation.
