Abstract

The relevance of the study of motivational aspects of civil servants in the Republic of Kazakhstan is explained by the need to improve the quality of public administration, to ensure the competitiveness of public service and adaptation to modern challenges. In a rapidly changing socio-economic context, it is important to adapt the system of motivation of civil servants to new challenges. The study can provide information on what aspects of motivation need to be adjusted for successful adaptation to changes in the digitalization of the economy.

The purpose of the study is to examine the motivational aspects of civil servants in Kazakhstan.

Hypothesis of the study. There is a relationship between the level of provision of public services and the motivation system of civil servants.

Results of the study. The author using correlation and regression analysis determined the impact of factors of digitalization of the economy, contributing to the formation and functioning of a sustainable system of public administration, corresponding to the strategy of economic development and digitalization of the economy, as well as identified an approach to improving the motivation system of civil servants assuming the account of modern challenges and requirements to create an adaptive management system.

Conclusions. Taking into account the above-mentioned aspects, the management of civil servants' motivation in the Republic of Kazakhstan requires a comprehensive approach, including both tangible and intangible incentives, as well as taking into account the peculiarities and needs of personnel. Material motivators, such as salaries, social benefits and bonuses, remain the key motivation factors for civil servants. This is confirmed by the author's analysis using economic and mathematical modeling, emphasizing the importance of a fair and competitive remuneration system.
