Abstract

The article considers the importance of human capital for the economic development of Kazakhstan. At present, in the development of the state, issues in the field of intellectual potential and innovation, labor productivity, training, their mobility are important issues on the agenda at the state level.

The scheme of distribution of labor resources is given. It was noted that some issues of the labor market in Kazakhstan can be addressed in the framework of measures aimed at creating internal labor migration. The analysis of the main indicators of the labor market of Kazakhstan in 2017-2019 was conducted. The share of those employed in the gender division was determined. As a result, the causes of unemployment among women and youth were identified. Recommendations for the development of the labor market were made.

It is a demonstration of the importance of human capital and intellectual potential and innovation for the economic development of Kazakhstan.

The development of the labor market in Kazakhstan provides enterprises with quality personnel, including: identifying the causes of unemployment among women and youth.

The causes of unemployment among women and youth have been identified. Directions for the development of the labor market and quality employment were proposed. To do this, create a national system for forecasting labor development; continue work on the development of a national qualification system, in which employers approve the requirements for knowledge and competencies of employees; promotion of formal and productive employment; such as the creation of an effective model of labor mediation.
